MONUC temporarily establishes a buffer zone in Kanyabayonga sector

Within the framework of MONUC's mandate confided in accordance with the UN Security Council resolution 1565, and following consultations with the FARDC chief of the armed forces, the Kivu brigade has decided to temporarily establish a buffer zone in the Kanyabayonga sector, as of Tuesday 21 December.

The buffer zone between the FARDC troops deployed in the sector upon decision of the High Council of Defence and the ex-12th ANC Brigade, will extend from Lubero to Kanyabayonga within a radius of 10 km. The buffer zone would help prevent new fights and facilitate assistance to the displaced civilians.

Any unconcerted attempt by any one of the parties to pass the buffer zone is strictly forbidden and would immediately be quelled.

MONUC recalls that within the framework of its mandate, it will not tolerate any breach of its immunity nor its freedom of movement.

Moreover, MONUC has been reinforcing its positions in Lubero as well as in other North Kivu districts with a view to protecting civilians and ensuring that humanitarian organisations have free access to the persons displaced following the fights that erupted in the Kanyabayonga region.

MONUC finally calls on all the armed forces engaged in the conflict to strictly comply with the principles and regulations of the international humanitarian laws that they should provide assistance and protection to the local populations as well as to the humanitarian organisations staff working in the zone.
