MONUSCO expresses deep concern about the escalation of violence in North Kivu

Kinshasa, 2 March 2013 – The United Nations Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) expresses deep concern about the renewed fighting between rival groups in Rutshuru and Masisi territories, in North Kivu, and the subsequent consequences on the civilian population.

In Kitchanga, Masisi territory, humanitarian assistance is being provided to some 3000 civilians who have recently sought refuge around the MONUSCO base as a result of fighting between APCLS (Alliance des Patriotes pour un Congo libre et souverain) and the National Armed Forces (FARDC). MONUSCO is also providing protection to some 400 civilian and humanitarian staff inside the Kitchanga base.
In Rutshuru territory, the current infighting between M23 factions has aggravated the already serious security situation and exacerbated the security voids caused by the M23 mutiny.
"The situation on the ground is extremely precarious and civilians are being exposed to an unacceptable threat," said Moustapha Soumare, Deputy Special Representative of the Secretary-General, Humanitarian Coordinator and acting Head of MONUSCO. "MONUSCO troops are risking their own lives to fulfil their mandate. I call on all armed groups to immediately cease any hostilities and to disarm."
MONUSCO calls upon all parties to fully respect International Humanitarian and Human Rights Law, to refrain from human rights abuses, bearing in mind the consequences for breach of International agreements. The Mission further reiterates the need for all armed groups to engage in peaceful dialogue and to disarm. The United Nations continues to support the Government of DRC to fully assume its sovereign responsibility, more specifically to ensure security and protection for the civilian population in areas where recent clashes have taken place.
In adherence to our mandate, MONUSCO is taking robust action to address the protection needs of the civilian population. The Mission continues to conduct regular patrols in the affected areas. In light of the current situation, MONUSCO has carried out numerous helicopter sorties as a deterrent to violent activities. MONUSCO remains appraised of the situation, and is in close contact with the authorities, whilst pursuing all efforts to facilitate the delivery of humanitarian assistance as coordinated by the UN Office for the Coordination of Humanitarian Affairs (OCHA).
