Kinshasa, 11 March 2026 – The Deputy Special Representative of the Secretary-General of the United Nations in the Democratic Republic of the Congo, Acting Head of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) and UN Designated Official for Security, Mr. Bruno Lemarquis, strongly condemns the escalation of violence observed on Wednesday morning in Goma, notably involving the use of attack drones, which tragically resulted in the death of a United Nations staff member, and two other civilians and caused damage to civilian homes in the surrounding area.

“I condemn in the strongest terms the use of weapons, including armed drones that endanger civilian populations and United Nations personnel. This escalation of violence is deeply concerning,” said Bruno Lemarquis.

The interim Head of MONUSCO extends his sincerest condolences to the families, loved ones and colleagues of the deceased staff member as well as to the families of the other civilian victims. He pays tribute to the dedication and professionalism of UN personnel in the service of the Congolese people and expresses solidarity with all those affected by this tragic act of violence.

Mr. Lemarquis recalls that attacks against United Nations personnel could amount to war crimes pursuant to the Rome Statute establishing the International Criminal Court and reminds all parties of their obligations under international humanitarian law, including the principles of distinction and the protection of civilian population and sites. He calls for full clarity on the circumstances of this incident and stresses the need for a swift, independent and credible investigation to identify those responsible and bring them to justice.

“We call on all parties to immediately cease hostilities, in accordance with their commitment to respect the ceasefire; to prioritize the path of a political solution and dialogue in order to protect civilian populations; and to capitalize on the gains recently achieved within the framework of peace efforts,” Mr. Lemarquis added.
