The Ministry for Planning and Monitoring of the Implementation of the Revolution of Modernity and the United Nations Stabilization Organization Mission in the Democratic Republic of the Congo (MONUSCO) are honored to jointly present the 2016 Annual Report on the progress and results of the International Security and Stabilization Support Strategy (ISSSS) for the Democratic Republic of the Congo (DRC). This strategy was developed in support to the National Stabilization and Reconstruction Program (STAREC), and is coordinated by the Stabilization Support Unit (SSU) of MONUSCO.

The report highlights last years’ achievements and outlines the key priorities for the implementation of the ISSSS for 2017. The report further presents the different mechanisms in support of the operationalization of the ISSSS and gives an overview of the projects that are completed in 2016, showing encouraging results. We can proudly say that the strategy gained increasing support over the last year, not only from the national and provincial Congolese authorities, but also from many international partners. This confirms that the ISSSS is an important and innovative strategy to tackle the root causes of conflicts in the DRC.

Le Ministère du Plan et Suivi de la mise en œuvre de la révolution de la modernité et la Mission de l’Organisation des Nations Unies pour la Stabilisation en République Démocratique du Congo (MONUSCO) ont l’honneur de présenter, de manière conjointe, le rapport annuel des activités de la Stratégie internationale de soutien à la sécurité et la stabilisation (ISSSS).

Celle-ci a été établie en soutien au Programme national de reconstruction et de stabilisation (STAREC), et sa coordination a été confiée à l’Unité d’appui à la stabilisation (UAS) de la MONUSCO.

Ce rapport présente les activités et les résultats de l’année écoulée et de formuler les grandes lignes de mise en œuvre de l’ISSSS pour l’année prochaine. Sont ainsi exposés les différents mécanismes de mise en œuvre de l’ISSSS, et les projets achevés avec succès en 2016, avec des résultats jugés encourageants. Le rapport est également l’occasion de présenter la mise en œuvre pratique de l’ISSSS. Il y a ainsi lieu de noter avec satisfaction que cette dernière a gagné ses lettres de noblesse non seulement auprès des autorités congolaises nationales et provinciales, mais aussi auprès de nombreux partenaires internationaux, comme une manière innovante de s’attaquer aux causes profondes des conflits, ne se contentant pas d’être simplement une réponse à caractère technique, comme ce fut le cas auparavant.
