Security and humanitarian situation deteriorating amidst political uncertainty in Democratic Republic of Congo

The Special Representative of the Secretary General and Head of the United Nations Mission in the DR Congo - Monusco Maman S. Sidikou, briefed the UN Security Council this morning on the situation in the Democratic Republic of the Congo. 

Mr. Sidikou noted that discussions have centred around the notion that elections would most probably not be held before the end of 2017 as foreseen in the political agreement of 31 December 2016 and this has led to the re-emergence of a climate of political uncertainty and tensions. Progress has, however, been made on the voter registration process with the 'Commission Électorale Nationale Indépendante' (CENI) registering over 41 million voters, of which 48% are women. 
In relation to the establishment of conditions conducive to the holding of elections, he said this rests largely on the implementation of confidence-building measures. 

I have consistently reminded all stakeholders of their responsibility to ensure the respect for rights and freedoms in this period of heightened political uncertainty, said Mr Sidikou. 


Mr. Sidikou stressed that the security situation in the country has deteriorated, with an increase in attacks against national security forces. He added that UN forces, in coordination with the Congolese Armed Forces, robustly and rapidly repelled a Mayi Mayi attack on Uvira, South Kivu, less than two weeks ago. 

MONUSCO has continuously adjusted its posture and presence to better adapt to the priorities set out in UNSC Resolution 2348, with a view to maximizing effectiveness and in the face of budget cuts.
