During a three-day meeting, 75 local stakeholders contributed to the validation of the plan, including the mayors of the five municipalities of Oicha, Mangina, Kyondo, Bulongo, and Lume, chiefs of chiefdoms and sectors, representatives of the National Intelligence Agency (ANR), and members of civil society.

The project was launched following the attack in March 2025 on the Djaiba and Lodha camps, attributed to CODECO rebels, which left more than 70 people dead.
