UN Military Observer Honoured
Kinshasa, 29 May 2011 - In a simple, but emotionally-charged ceremony on 29 May, the Russian Embassy in Kinshasa, unveiled a plaque in remembrance and honor of Major Vacheslev Budarin, died in service while serving as a Military Observer for the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO).
The late Major Vacheslav Budarin was deployed in the district of Ituri, in Province Orientale, in November 2002, as a Military Observer for the then United Nations Mission in the Democratic Republic of Congo (MONUC) at a time when the region was under the control of guerrilla groups.
Following the withdrawal of Ugandan troops from the region in the spring of the same year, security further deteriorated, leading to frequent attacks against Military Observers in the district.
Maj. Budarin was leading a patrol with Capt Fracas of Romania, when their vehicle rolled over an anti-tank mine, seriously injuring both soldiers. Cdt Budarin died from his wounds shortly after the accident.
Prominent among those who attended the ceremony, were the Major's wife and son, who came to Kinshasa for this event. Other officials included MONUSCO's Deputy Special Representative of the United Nations Secretary-General, Mrs. Leila Zerrougui, the Mission's Force Commander, Lt. Gen. Chandar Prakash and Police Commissioner, Abdallah Wafy. The Mission's Head of Administration was also present.
